The DOJ Report Exposes Only the Surface of a Deeper Apostasy

The EWTN News portal reports on a U.S. Department of Justice report titled “Eradicating Anti-Christian Bias within the Federal Government,” issued by a task force established by President Donald Trump in February 2025. The report alleges that the Biden administration systematically targeted Christians through regulations on abortion, contraception, gender ideology, and human sexuality, pressuring religious institutions to violate their beliefs. It highlights cases such as the coercion of a Christian nurse into participating in an abortion, the forced inclusion of Catholic schools in programs mandating acceptance of gender theory, and the FBI’s investigation of “radical traditionalist Catholics.” The report claims the Trump administration has worked to rescind these policies and restore religious liberty.

The Superficiality of “Religious Liberty” in a Godless Framework

The DOJ report, while documenting genuine instances of persecution against Christians, operates within a fundamentally flawed and Protestantized understanding of “religious liberty.” It presents the conflict as one between “Christian beliefs” and “the government’s views,” a framing that reduces the Catholic Faith to one opinion among many in a pluralistic marketplace. This is the very religious indifferentism condemned by Pope Pius IX in the Syllabus of Errors (Proposition 17): “Good hope at least is to be entertained of the eternal salvation of all those are not at all in the true Church of Christ.” The report’s concern is for “Christians” in a generic sense, not for the one true Church of Christ, outside of which there is no salvation. It seeks the freedom of Christians to practice their faith privately, not the social reign of Christ the King over the state itself.

The report’s language is that of liberal democracy, not of Catholic doctrine. It speaks of “religious rights,” “conscience protections,” and “equal treatment” as if these were self-evident, secular principles. Yet, as Pope Pius XI taught in Quas Primas, the state’s duty is not merely to tolerate religion but to publicly recognize and obey Christ the King: “Rulers of states… if they wish to maintain their authority inviolate and contribute to the increase of their homeland’s happiness… let them fulfill this duty themselves and with their people.” The DOJ report seeks a truce between Caesar and God, a coexistence where each minds his own business. This is the very separation of Church and Church condemned as an error (Proposition 55 of the Syllabus): “The Church ought to be separated from the State, and the State from the Church.”

The Omission of the One True Church and the True Source of Law

The most damning omission in the report is its silence on the nature of the Church and the source of moral law. It treats “Christian beliefs” as a subjective category, defined by individual or denominational interpretation. There is no mention of the Catholic Church as the sole ark of salvation, no reference to the Magisterium as the authoritative interpreter of divine law, and no acknowledgment that the moral law is not a matter of private opinion but of divine revelation. This is the essence of Modernism, condemned by St. Pius X in Lamentabili Sane Exitu, which reduces dogmas to “a certain interpretation of religious facts, which the human mind has worked out with great effort” (Proposition 22).

The report’s focus on “Biden-era regulations” and “Trump-era reversals” frames the issue as a political pendulum, a contest between two secular parties. It ignores the deeper truth that both administrations operate within a constitutional order that is itself rooted in the Enlightenment’s rejection of the Social Kingship of Christ. The U.S. Constitution, with its First Amendment, is a product of the very liberalism condemned by the papacy. As Pope Leo XIII wrote in Immortale Dei, the state must profess the Catholic religion: “The Almighty, therefore, has given the charge of the human race to two powers, the ecclesiastical and the civil, the one being set over divine, and the other over human, each supreme in its own kind.” The DOJ report, even in its criticism of Biden, does not challenge this foundational apostasy.

The False Equivalence of “Anti-Christian Bias” with the True Persecution of the Faith

The report lists specific grievances: the coercion of a nurse, the exclusion of Catholic schools from lunch programs, the investigation of “radical traditionalist Catholics.” These are real injustices, but they are symptoms of a deeper disease. The report fails to identify the true enemy: not merely a hostile administration, but the entire modernist, secular order that is inherently opposed to the Catholic Faith. It is like treating a fever without diagnosing the infection.

Furthermore, the report’s praise for the Trump administration’s actions is naive at best. Rescinding executive orders and memos is a temporary political fix, not a restoration of Catholic order. It leaves intact the entire legal and cultural framework of secularism, religious indifferentism, and moral relativism. It is a band-aid on a mortal wound. The true solution is not a change in administration but a conversion of the nation to the Catholic Faith and the public acknowledgment of Christ’s kingship, as demanded by Quas Primas.

The Silence on the Internal Enemy: The Conciliar Sect

Perhaps the most glaring omission is the report’s failure to mention the single greatest source of “anti-Christian bias” in the modern world: the apostate structures occupying the Vatican itself. The report mentions the U.S. Conference of Catholic Bishops (USCCB) as one of the institutions targeted by the Biden administration, but it does not question the orthodoxy or loyalty of that body. The USCCB is a product of the conciliar revolution, an institution that has systematically promoted the very religious indifferentism, false ecumenism, and naturalistic humanism that the DOJ report claims to oppose.

The “Catholic” schools and hospitals mentioned in the report are, for the most part, institutions of the conciliar sect, which have long since abandoned the integral Catholic faith in favor of a modernist, secularized version of Christianity. Their “Catholicism” is often indistinguishable from generic Protestantism or even secular humanism. To defend these institutions as “Christian” is to defend the very forces that have weakened and betrayed the Faith from within. As St. Pius X warned in Pascendi Dominici Gregis, the Modernists are “the most dangerous enemies of the Church,” for they work from within to corrupt the faith.

The report’s concern for “Christian nurses” and “Catholic schools” is commendable only if those individuals and institutions profess the true Catholic Faith. But in the age of the conciliar apostasy, such professions are increasingly rare. The true faithful are those who resist not only the secular government but also the modernist hierarchy that has surrendered the Church to the world. These true Catholics are often the ones labeled “radical traditionalists” and persecuted by both the secular state and the conciliar church. The DOJ report, by failing to make this distinction, inadvertently defends the very structures that have caused the crisis it describes.

Conclusion: A Call for True Restoration, Not Political Reversal

The DOJ report on “Eradicating Anti-Christian Bias” is a document of its time: well-intentioned but fundamentally limited by the liberal, secular framework in which it operates. It seeks to restore a space for “Christian practice” within a system that is inherently hostile to the fullness of the Catholic Faith. It mistakes the symptoms for the disease and proposes political solutions for a spiritual crisis.

The true antidote to “anti-Christian bias” is not a change in federal regulations but a return to the Social Kingship of Christ, the public recognition of the Catholic Church as the one true Church, and the submission of all civil authority to the law of God. As Pope Pius XI declared, “When… authority was derived not from God but from men, the foundations of that authority were destroyed.” The United States, like all nations, must return to the obedience of Christ the King, or it will continue to suffer the bitter fruits of its apostasy, regardless of which party holds power.

The faithful must not place their hope in political saviors or secular reports. Their hope is in Christ alone, and their duty is to resist all forms of apostasy, whether from without by the secular state or from within by the conciliar sect. Only then will the true peace and order of Christ’s Kingdom be restored.
