Their recommendations focus on “human dignity,” “due process,” and “sensitive locations” like churches, entirely within the framework of natural law and secular rights discourse, with no reference to the Social Reign of Our Lord Jesus Christ, the supernatural purpose of law, or the Church’s divinely given authority to guide temporal affairs.
