Conciliar Bishops Usurp Parental Rights and Divine Law in Vaccine Mandates

The National Catholic Register portal reports that across twenty-eight dioceses in nineteen states, the conciliar hierarchy displays utter incoherence regarding religious exemptions for school vaccinations: some “bishops” deny exemptions even where civil law permits them (Florida, Philadelphia, Texas, Seattle), while others grant them (Las Vegas, Cleveland, Wichita, Lincoln). Florida “Attorney General” James Uthmeier, a conservative Republican and nominal Catholic, accuses the Florida “bishops” of misapplying Catholic teaching; the Florida “Catholic Conference” counters with appeals to the “common good” and “religious freedom.” The cited “Vatican” documents — Dignitas Personae (2008) and the 2020 CDF note on COVID-19 vaccines — are invoked to justify both coercion and permission. Fr. Tadeusz Pacholczyk of the “National Catholic Bioethics Center” defends exemptions for “basic human freedoms.” Bp. Edward Rice invokes subsidiarity to devolve decisions to pastors. This jurisdictional chaos, masquerading as pastoral discernment, exposes the conciliar sect’s total subversion of the Kingship of Christ and the God-given rights of parents.

The Factual Level: A House Divided Against Itself

The Register’s survey reveals not a unified discipline but a patchwork of contradictory policies — proof positive that no living, teaching authority governs the conciliar structures. In Florida, seven dioceses uniformly reject religious exemptions despite a state statute explicitly granting them: “a child shall be exempted… if a parent makes a written request stating objections to the examination on religious grounds.” The “bishops” thus place their own administrative fiat above both civil law and the natural right of parents. In Pennsylvania and Texas, where statutes likewise protect conscience exemptions, the Archdiocese of Philadelphia and all sixteen Texas dioceses refuse them. “We only grant exemptions for medically essential reasons with a doctor’s note,” declares the Philadelphia spokesman. Yakima “Bishop” Joseph Tyson asserts: “Vaccines are not against the Catholic faith therefore there are no religious faith exemptions,” citing the “Catechism of the Catholic Church” on the “common good.”

Conversely, the Dioceses of Wichita, Lincoln, Fargo, and others honor state exemptions. Wichita’s policy states: “Although the Catholic Church supports and encourages vaccinations, it is not a moral obligation imposed on every member of the Church. It must be voluntary, and not obligatory by mandate.” Lincoln requires parents to read an eight-page summary of “Church teaching” but grants the exemption. Kansas City-St. Joseph demands pastoral sign-off and reserves the right to exclude unvaccinated children if their numbers are “disproportionate” or if a “fragile medical status” exists. Springfield-Cape Girardeau leaves the decision to local pastors and principals under the principle of subsidiarity.

This anarchy is not accidental. It is the inevitable fruit of a “church” that has abandoned the regula fidei for the hermeneutic of continuity — a euphemism for doctrinal evolution. As St. Pius X condemned in Lamentabili sane exitu (1907), proposition 58: “Truth changes with man, because it develops with him, in him, and through him.” The conciliar “magisterium” has made truth a function of episcopal whim.

The Linguistic Level: Bureaucratic Newspeak Replaces Supernatural Language

Observe the vocabulary: “policies,” “guidance,” “proportional benefits,” “public health,” “stakeholders,” “scholarship programs,” “eligibility.” Not a single “bishop” speaks of the salus animarum, the state of grace, the Final Judgment, or the rights of Christ the King. The Florida “Catholic Conference” letter mentions “constitutional law demands limits to government authority when it comes to religion” — a Masonic liberal principle condemned by Pius IX in the Syllabus of Errors (prop. 77: “In the present day it is no longer expedient that the Catholic religion should be held as the only religion of the State”). The “bishops” adopt the language of the secular state, negotiating “religious freedom” as a constitutional privilege rather than proclaiming the libertas Ecclesiae as a divine right.

Fr. Pacholczyk’s language is tellingly naturalistic: “basic human freedoms,” “doubtful assumption,” “uncertain profiles of efficacy,” “adverse events,” “long-term risks.” He frames the issue as risk-benefit analysis, not moral theology. The “common good” is reduced to epidemiological herd immunity. This is the laicism Pius XI denounced in Quas Primas: “the Church’s authority to teach men, to issue laws, to govern nations… was denied. And then, slowly, the Christian religion began to be equated with other false religions and shamelessly placed in the same category; then it was subordinated to secular power.”

The Theological Level: Usurpation of Parental Rights and Cooperation in Evil

The conciliar “bishops” who deny religious exemptions commit a twofold crime: they usurp the God-given authority of parents, and they compel material cooperation in the evil of abortion.

The family holds directly from the Creator the mission and hence the right to educate the offspring, a right inalienable because inseparably joined to the strict obligation, a right anterior to any right whatever of civil society and of the State, and therefore inviolable on the part of any power on earth. (Pius XI, Divini Illius Magistri, 1929)

Parents have the primary and inalienable right and duty to educate their children. The State may not usurp this right; it may only assist. (Pius XII, Address to Italian Catholic Action, 1946)

The conciliar “bishops” invert this order. They act as agents of the State, enforcing its vaccination mandates as a condition for Catholic schooling. In Florida, they defy the very civil law that recognizes parental rights, preferring their own totalitarian policy. This is ultra vires — beyond their power. A true bishop defends the rights of the domestic church against the encroachments of Caesar; these hirelings collaborate with Caesar.

Regarding vaccines developed from aborted fetal cell lines (HEK-293, PER.C6, WI-38, MRC-5): the moral principle is clear. Cooperatio materialis in an intrinsic evil is illicit when proximate and avoidable. The 2008 Dignitas Personae (a document of the modernist CDF under Benedict XVI, not an infallible act) states such vaccines may be used only if “there is a danger to the health of children” and “on a temporary basis” — not as a blanket mandate. The 2020 CDF note (under Francis) declares vaccination “not, as a rule, a moral obligation” and “therefore, it must be voluntary.” Yet the Florida, Philadelphia, Texas, and Yakima “bishops” impose it as obligatory. They bind consciences where the Church’s own (modernist) documents say they may not. This is tyrannica potestas, not pastoral care.

Moreover, the very premise that “vaccines are not against the Catholic faith” (Tyson) is a lie by omission. Vaccines produced via abortion-tainted cell lines are against the Catholic faith when mandated without grave proportionate reason and without respect for conscientious objection. The “common good” invoked is the bonum commune of the City of Man, not the bonum commune of the City of God. As Pius XI teaches in Quas Primas: “His reign encompasses not only Catholic nations… but His reign encompasses also all non-Christians, so that most truly the entire human race is subject to the authority of Jesus Christ.” The “bishops” serve a rival king: the secular state.

The Symptomatic Level: The Conciliar Revolution’s Logical Terminus

This chaos is the reductio ad absurdum of Vatican II’s Dignitatis Humanae (religious liberty), Gaudium et Spes (secular humanism), and the collegiality that dissolved the monarchical episcopate into a “college” of national conferences. The “Florida Catholic Conference” — a canonical juridical person unknown to the 1917 Code — dictates policy to seven dioceses. The “National Catholic Bioethics Center” — a lay-run think tank — supplies the “ethical” framework. The “bishops” are reduced to functionaries implementing guidelines from “experts.”

The Church is not a true and perfect society, entirely free… but it appertains to the civil power to define what are the rights of the Church. (Pius IX, Syllabus of Errors, prop. 19)

The conciliar sect has internalized this condemned error. It begs the State for “scholarship programs” and “eligibility.” Uthmeier’s threat — “could jeopardize eligibility for state educational scholarship programs” — reveals the conciliar church’s financial dependence on Caesar. The “bishops” fear loss of state funding more than loss of souls. This is the abomination of desolation standing in the holy place: the paramasonic structure occupying the Vatican has surrendered the libertas Ecclesiae for thirty pieces of silver (state subsidies).

The “Two Lucia Sisters” theory in the Fatima file illustrates the modus operandi: disinformation, narrative control, and replacement of authentic witnesses with compliant actors. So too the conciliar “bishops” replace the true successors of the Apostles — men who would rather die than violate a parent’s conscience — with administrators who manage “policies” for the “common good” as defined by the WHO and CDC.

The Sedevacantist Imperative: No Authority, No Obligation

The Defense of Sedevacantism file establishes the theological foundation: a manifest heretic loses office ipso facto (Bellarmine, De Romano Pontifice; Canon 188.4, 1917 Code; Cum ex Apostolatus Officio). The line of usurpers begins with John XXIII. The current usurper, “Pope” Leo XIV (Robert Prevost), and his “bishops” — whether they deny or grant exemptions — possess no jurisdiction. Their “policies” are null, void, and of no effect. As Pope Celestine I wrote of Nestorius: “he could not remove anyone by sentence who himself had already shown that he must be removed.” A heretic “cannot depose or remove anyone” — much less bind consciences on vaccines.

The faithful Catholic parent, formed by the immutable Magisterium (Pius XI, Casti Connubii; Pius XII, Humani Generis; the 1917 Code), knows that:

  1. The right to educate offspring is inviolabile (Canon 1113, 1917 Code).
  2. Conscience must be formed by divine law, not episcopal “guidance” (St. Thomas, ST I-II, q. 19).
  3. Material cooperation in abortion, even remote, is gravely illicit when avoidable (St. Alphonsus, Theologia Moralis).
  4. No human authority — civil or ecclesiastical — can command what God forbids (Actus 5:29: “Oportet oboedire Deo magis quam hominibus”).

The conciliar “bishops” who deny exemptions are cooperating in the spiritual murder of children by forcing parents to violate conscience or abandon Catholic education. Those who grant exemptions do so for the wrong reasons — “religious freedom,” “parental rights” as civil liberties — not for the social reign of Christ the King. Both factions belong to the synagoga Satanae.

Conclusion: Return to the Catacombs, Not the Conference

The Register’s article documents not a pastoral challenge but a structural apostasy. The conciliar sect cannot be reformed; it must be abandoned. True Catholic parents must withdraw their children from conciliar schools entirely, establishing scholae domesticae or supporting independent traditional schools staffed by validly ordained priests (pre-1968 rites) and faithful laity. They must refuse all vaccines tainted by abortion, regardless of “bishop” or state mandates, trusting in Providentia Divina and the rex regum et dominus dominantium (Rev 19:16).

Non praevalebunt (Mt 16:18). The gates of hell shall not prevail against the Church — but they have prevailed against the conciliar counterfeit. Sede vacante, sed non deserta. The Chair is empty; the Church endures in the remnant that keeps the faith entire.
